Instead of hoarding coins, you leverage devotion: volunteers build your temples, loyalists secure favors, insiders divert supplies, and fear or charity bend officials to your will.
This design enforces meaningful scarcity (population limits, shifting morality, waning legitimacy) and removes the comfort of infinite credits - you must constantly earn obedience, protect trust, and manage political ties.
