In the depths of Hell where time no longer moves forward, echoes of human suffering reverberate endlessly. One such echo originates from the year 1923, when the Earth itself rose in fury and swallowed an entire region of Japan. That tragedy, the Great Kanto Earthquake, claimed the lives of over 140,000 people. But death was not the end for many of those souls. In this corner of the underworld, they fell into a deeper torment.

The land of Kanto in the realm of the dead is not just cursed by shifting fault lines, it is haunted by the insatiable hunger of a Titan long feared in Japanese folklore: Namazu, the catfish god of earthquakes. Down here, Namazu is not merely a symbol of tremors; it is a living, growling force, its belly rumbling beneath the surface of your city, always waiting, always craving. Its appetite is infinite, and its patience is short.

As the appointed Governor of this damned land, your task is not only to build and manage your city amidst chaos, but to appease the beast that lies beneath. This is a place shaped by Gluttony, one of the ancient sins that define the layers of Hell. Namazu’s hunger mirrors the blind consumption that once devoured the living world: food hoarded in times of famine, greed masked as growth, abundance stolen from the mouths of the desperate.

To delay disaster, you must prepare endless offerings of food to drop into the great pit that leads to Namazu’s maw. The more it eats, the calmer the earth remains. But resources are scarce, and the line between feeding the beast and feeding your people grows thinner each day. Crops wilt under pressure, hunger rises among the damned, and soon, your own citizens may turn on each other, forming cults, offering sacrifices, even justifying cannibalism in the name of survival.

Yet, if Namazu is denied, its wrath is immediate. The ground shakes with a deafening roar, toppling your structures, burying your progress beneath rubble and ruin. You will rebuild again, and again, in an endless dance with destruction. These are not just earthquakes, they are judgments, delivered by a creature that embodies humanity’s inability to ever be full.

This is no place for mercy, and no land for heroes. In Kanto’s hellscape, you do not conquer hunger, you manage it. The true challenge is not stopping the quake, but choosing who goes hungry when the price of peace is paid in flesh and soil.
